The Level 2 Quotes is applied to the US Stock Market only. There may be different kind of Quotes available for different market.
The remaining of what you mention can be found on a good charting software. For me I would like to use the most basic charting tools like trendlines, channel, Dow Theory, Flags, Volume, Fibonaci Retracements and sometimes Elliot Waves.
As for the Indicator, I would use MACD and Stochastic to determine the right time to buy and sell.
Before the entry, I will use the Level 2 Quotes to determine and to confirm the strength/momentum for the best entry/exit price.
I have a new blog written on L2Q at http://level2quotes.wordpress.com/ Please check it out on how L2Q can help to trade.
Please comment if any.

I trade the US market and at the same time the Malaysian market as well. I do keep in touch with the regional market like Nikkei, Hang Seng, Straits Times, SSE and BSE.
I think we have the same intention and that is to learn to refine the trading knowledge. Hope we can compliment each other in this aspect.
You are welcome to join my group. Likewise I will take a close look at the BSE chart and then I will comment on it on your group.
